Damp & Mould Diagnostic Training for Manchester City Council
Federation of Damp delivered a tailored two day diagnostic training programme for Manchester City Council, strengthening inspection consistency, diagnostic accuracy and defensible case handling across housing teams.
The challenge
Manchester City Council's general housing surveyors were being asked to assess increasingly complex damp and mould complaints, often under time pressure and heightened resident sensitivity following Awaab's Law.
The operational risks the council needed to address included:
- Over-reliance on moisture meter readings as a single source of truth
- Misinterpretation of condensation indicators
- Inconsistent reporting language between surveyors
- Ambiguity in recommendations passed to repairs teams
- Escalations driven by unclear documentation
The council needed practical, housing-specific training that addressed these risks directly, not generic theory.

Our approach: a programme built for Manchester, not off the shelf
We designed a custom two day diagnostic programme and delivered it on-site at the council's offices, keeping disruption to a minimum and relevance to a maximum. Every element was shaped around how the team actually works.
Manchester's housing stock
Content built around the property types surveyors inspect daily, including post-war and council-built stock with their characteristic moisture behaviours.
Real tenant complaints
Training scenarios drawn from the complaint patterns the team actually receives, so learning maps directly onto casework.
The legislative framework
Clear grounding in the obligations that now shape damp and mould casework, including the impact of Awaab's Law on response and documentation.
Existing skills and reporting
Pitched to the team's current skill level and aligned with the council's internal reporting process, so improvements stick after the training ends.

What the programme covered
The two days combined structured teaching with hands-on diagnostic practice:
- Damp and moisture movement fundamentals, how moisture actually behaves in buildings
- Differentiating rising damp, penetrating damp and condensation, the diagnosis errors that cause most disputes
- Moisture mapping methodology for consistent, evidence-led readings
- External-first inspection principles, finding the source before treating the symptom
- Hygroscopic salt awareness and what readings really indicate
- Structured inspection checklists the team can apply on every visit
What the programme was built to change
Every element of the programme targeted the operational risks identified with the council, so the impact shows up where it matters: in the quality and consistency of day-to-day casework.
Consistent inspections
A shared methodology and checklists, so different surveyors reach consistent conclusions on similar cases.
Accurate diagnosis
Confidence distinguishing condensation, rising and penetrating damp instead of defaulting to assumptions.
Defensible documentation
Clearer reporting language and structured evidence that stands up to scrutiny and escalation.
Reduced escalation risk
Better first-visit assessments and clearer recommendations, reducing repeat visits and complaint escalation.
