The 7-Step Survey Method for diagnosing damp
The Federation of Damp has developed a structured, evidence-based approach to diagnosing damp and moisture problems. The FOD 7-Step Survey Method™ is followed by every certified member, so damp is identified on evidence, not assumption.

Why most damp surveys go wrong
Across the industry, damp is frequently misdiagnosed. The same avoidable mistakes appear again and again.
Over-reliance on moisture meter readings
Misdiagnosing condensation as rising damp
Failure to inspect external defects
Recommending treatment before proper investigation
Inspect, test, diagnose, then recommend
The method combines inspection, testing and environmental assessment to reach a clear, evidence-based conclusion before any work is proposed.
A treatment should never be recommended without a proper diagnosis first.
The 7-Step Survey Method™
A structured, repeatable process. Each step builds a complete understanding of the property, so all relevant factors are considered before a diagnosis is made.
Client brief & property background
The survey begins by gathering the client's concerns, the history and duration of the problem, any previous treatments or repairs, and how the property is occupied and used. This context guides the survey. A proper diagnosis cannot be made without first understanding the background.
External inspection
A comprehensive external inspection identifies building defects that may be allowing moisture in: ground levels, damp proof course height, brickwork, pointing, render, roofing elements and rainwater goods. Many damp problems originate outside, so this comes before internal symptoms are assessed.
Internal visual inspection
The internal inspection identifies visible signs of damp and moisture damage: staining, tide marks, mould growth, salt contamination, blown plaster and timber defects. These observations show how the damp presents and give valuable clues to its underlying cause.
Moisture testing
Moisture testing supports the visual findings and maps moisture patterns within walls and materials, with readings taken at different heights and locations. Meters must be used correctly and in context. They support the diagnosis, they do not determine it in isolation.
Ventilation & environmental assessment
The surveyor assesses the internal environment to see whether ventilation, heating and occupancy are contributing to the problem, evaluating airflow, humidity, extractor fans and cold bridging. This step is key to identifying condensation, which is often misdiagnosed.
Diagnosis
All information gathered is reviewed to determine the most likely cause, weighing building defects, environmental conditions, moisture patterns and construction type. The diagnosis must be logical, evidence-based and supported by the findings from every previous step.
Recommendations & reporting
The final stage produces a clear, structured report setting out the findings, diagnosis and recommended actions. Recommendations must be proportionate to the issue and based on the evidence gathered, with the reasoning behind the diagnosis clearly explained.
What the Federation Standard underpins
The FOD 7-Step Survey Method™ is the foundation of how we train, certify and hold our members to a consistent standard across the network.
Federation of Damp training programmes
Certified surveyor and technician certification
Professional reporting standards
Ongoing industry guidance and best practice

The method is taught through our certification. Selected Federation of Damp certification courses are independently City & Guilds Assured and our damp surveyor training is CPD certified, so a surveyor certified in this method earns an externally quality-assured credential, not a self-issued one.
