WHG: Bespoke Damp & Mould and Thermal Imaging Training for Surveyors

The Federation of Damp delivered its City & Guilds Assured FODCS Classroom course on-site for WHG, alongside our thermal imaging training, built around their housing stock, their teams and their reporting process.

We delivered our City & Guilds Assured FODCS Classroom course on-site at WHG, the same independently assured programme we run at our training centre, with our separate thermal imaging training alongside it.

THE CHALLENGE

Complex damp cases, rising scrutiny, and competence that has to be evidenced

WHG is responsible for around 22,000 homes across Walsall and the wider Midlands. Its surveyors were assessing increasingly complex damp and mould reports, often under time pressure and with heightened resident sensitivity. The priorities WHG wanted to address:

✕Identifying a condition, rather than establishing its cause
✕Moisture meter readings taken without dry comparisons
✕Thermal images read as evidence of damp on their own
✕Inconsistent conclusions between surveyors on similar cases
✕Findings that are hard to defend if a decision is later questioned

With Awaab’s Law requiring investigations to be carried out by a competent person, WHG wanted practical, housing-specific training that addressed these head-on, before it was tested.

OUR SOLUTION

Bespoke surveyor training, delivered on-site

This was not off-the-shelf training. We built a programme around WHG’s stock and teams and delivered it on-site for maximum relevance and minimal disruption to the repairs service. It is part of our wider damp and mould training for housing providers.

✓Built around WHG’s housing stock and the property types their surveyors inspect
✓Mapped to the damp and mould reports the team actually receives
✓Set against the Awaab’s Law legislative framework
✓Pitched to the team’s existing skill level and reporting process
✓Certified surveyor training and thermal imaging combined in one programme
THE HIGHLIGHT

Thermal imaging, taught as a question rather than an answer

Thermal cameras are increasingly common in housing teams, and they are the instrument most often misread. Alongside the FODCS Classroom course, the thermal imaging training worked through a clear method, so surveyors could use the camera to direct an investigation rather than conclude one.

1
Surface temperature, not moisture
What a thermal camera actually measures, and why an image on its own proves nothing about damp.
2
Rule out the look-alikes
Cold bridging, missing insulation, air infiltration, materials behind the surface and reflections.
3
Confirm with the meter
Every anomaly checked with comparative moisture readings before it becomes a finding.
4
Report what was confirmed
Findings, exclusions and images recorded so the conclusion can be followed and defended.
✓A question, not a finding. A thermal anomaly tells you where to look; the meter tells you what you found.
✓Look-alikes ruled out on site. Each common false positive covered, with how to eliminate it quickly.
✓A repeatable method. The same sequence on every inspection, not a judgement call each time.
IN THEIR WORDS

What WHG said

“

Keeping our customers safe and well in their homes is a priority for WHG, and investing in the skills of our colleagues is an important part of that.

Working with the Federation of Damp has enabled us to develop bespoke, practical training for our surveyors, giving them the knowledge and tools to identify issues early, understand the cause and make sure the right action is taken.

For customers, that means a more consistent and informed service, clearer advice and greater confidence that concerns will be assessed properly and responded to effectively. It also helps us stay ahead of new requirements such as Awaab’s Law and continue raising professional standards across our service.

OUR APPROACH

What the programme covered

This was our City & Guilds Assured FODCS Classroom course, delivered on-site and combined with our thermal imaging training, tailored to WHG’s housing stock and operational context.

✓The FOD 7 Step Survey Method, applied in the same order on every survey
✓Diagnosis by elimination, ruling causes out on evidence
✓Rising, penetrating and condensation differentiation
✓Moisture mapping with comparative readings, not a single number in isolation
✓External-first inspection of the building envelope
✓Hygroscopic salt awareness, and why a dry wall can read high
✓Ventilation and dew point assessment
✓Thermal image interpretation, confirmed with the meter
✓Evidence-led reporting, including what was excluded

Teams often pair this with our Mould Assessment & Remediation and Ventilation & Condensation courses.

What the programme was built to change

✓
Consistent diagnosis
A shared method and shared language, so different surveyors reach the same conclusion on the same property.
✓
Defensible reporting
Clearer documentation and recommendations that are built to stand up to scrutiny.
✓
Awaab’s Law confidence
A team equipped to assess and document damp and mould to the standard the law now expects.
FAQS

Common questions from housing teams

Do you deliver damp and mould training on-site at our offices?+
Yes. We deliver bespoke programmes on-site at your premises to keep them relevant and minimise disruption, exactly as we did for WHG. Request a consultation to scope it.
Can you combine more than one course in a single programme?+
Yes. WHG combined our FODCS Classroom course with thermal imaging training. We can scope a programme around whichever capabilities your team needs.
Was this the City & Guilds Assured course?+
The surveyor element was our City & Guilds Assured FODCS Classroom course, the same programme we run at our training centre. The thermal imaging training was delivered alongside it as a separate course.
Is the training relevant to Awaab’s Law?+
Yes. It is built around the duties social landlords now face under Awaab’s Law, with a focus on consistent, defensible damp and mould assessment and documentation.
Who is the training for?+
Housing surveyors, housing officers and technical teams who handle damp and mould reports. No prior specialist damp certification is required.
Do you train teams across the UK?+
Yes. We have delivered training programmes to Newcastle City Council, Manchester City Council, Thanet District Council, the London Borough of Hillingdon and Lindum Group, among others.
